The people of Ireland retain the right to amend this constitution, to remove any government through democratic process, and to fundamentally reform the structures of the state through referendum. This right is the people’s ultimate check on all the institutions this constitution establishes. No institution of the state shall act to frustrate, delay, or circumvent a referendum validly called under this constitution.
