All government records, with the exception of those genuinely necessary to protect national security, ongoing criminal investigations, or the personal privacy of individuals, shall be available to the public upon request within a reasonable period. The state shall proactively publish information of significant public interest, including spending, contracts, and the outcomes of policy decisions, without waiting to be asked.
