Conscription into combat — the compulsory enlistment of citizens for the purpose of fighting in armed conflict — is prohibited except where the Dáil, by a supermajority, and the people, by referendum, have both determined that the survival of the state is under direct and immediate threat. No person shall be compelled into combat on any lesser basis.
