Ireland’s foreign policy shall be guided by its constitutional values: the promotion of a world of sovereign nations in which the rights of people are protected; friendship and cooperation with like-minded nations; honest dealing with all nations; and the peaceful resolution of disputes. Ireland shall not exploit other nations and shall not permit itself to be exploited.
