Immigration policy is determined exclusively by the Irish people through democratic means. It shall be designed to ensure social cohesion, genuine integration, and the preservation of Irish cultural identity. The proportion of residents of non-Irish heritage shall not exceed ten percent of the total population at any time, subject to democratic review every five years. The precise definition of residents of non-Irish heritage for the purposes of this article, the mechanism for measuring demographic composition, and the process for managing any exceedance of the cap shall be established by law. That law shall be reviewed by the Constitutional Court before enactment to confirm its consistency with the fundamental rights provisions of this constitution.
