This constitution supersedes all previous constitutional documents and all laws inconsistent with it. All existing law must be brought into conformity with this constitution within three years of its adoption. During the transitional period, existing law remains in force to the extent that it does not conflict with this constitution. The Constitutional Transition Commission established in Article 105 shall oversee this process.
The three-year transitional period established in this article applies to the bringing of existing law into conformity with this constitution. It does not apply to the investigation and prosecution of historic wrongdoing by living persons under Article 128. Those investigations and prosecutions begin immediately upon the adoption of this constitution. No transitional period, no period of grace, and no administrative delay shall postpone the accountability of any living person for acts of corruption or treason committed before this constitution’s adoption. The nation has waited long enough.
