The Irish people are the sovereign source of all political authority in Ireland. All power — legislative, executive, and judicial — derives from the people and is held in trust by those to whom it is temporarily delegated. It may be reclaimed by the people at any time through the mechanisms this constitution provides. No government, institution, or individual holds power in their own right. They hold it on behalf of the people, subject to the conditions the people have set in this document.
