Article 21 — Freedom of Movement and the Right to Use Your Own Property

Every person has the right to travel freely within Ireland and to use their lawfully owned property without interference from the state or from manufacturers. No vehicle, device, or product may be equipped with technology that assesses the physical or emotional state of its owner and withholds the use of that property on that basis. In an emergency, every person must be able to operate their vehicle without condition. The right to freedom of movement shall never be made conditional upon satisfying the assessment of any algorithm, device, or third party system.
