Article 35 — Free Expression and the Right to Question

Every person has the right to speak, write, publish, broadcast, and otherwise express any opinion, including opinions that are unpopular, offensive to some, or contrary to official positions. The state may restrict expression only where it constitutes a direct and specific incitement to immediate violence against a named individual or group. The right to question any scientific claim, government policy, historical narrative, or social consensus is absolute and protected. No person shall be penalised, censored, or disadvantaged by any state body or publicly funded institution for expressing a lawful opinion.
