Freedom and autonomy shall expand in proportion to demonstrated responsibility. The state shall establish transparent, objective, and accessible systems by which individuals may demonstrate competence and responsibility in any regulated area, and shall grant expanded freedoms and reduced restrictions to those who do so. The burden of restriction shall fall on those who have given cause for it. It shall be progressively lifted from those who have demonstrated the opposite.
