The natural world of Ireland — its land, waters, air, forests, bogs, coastlines, wildlife, and ecosystems — has the right to exist, regenerate, and be restored. These rights are enforceable in Irish courts. The state shall appoint independent Guardians of the Natural World whose duty is to represent the interests of the natural world in all legislative and executive decisions. The Guardians of the Natural World shall be appointed by the Citizens’ Assembly established in Article 96, on the same basis of independence and transparency as other constitutional appointments.
The natural night — genuine ecological darkness, free from artificial light pollution — is a component of the natural world of Ireland with its own right to exist and be protected. The Guardians of the Natural World shall have explicit responsibility for the protection of ecological darkness, consistent with the rights established in Article 54.
No economic interest shall permanently override the right of the natural world to exist and recover. Geoengineering, weather modification, or deliberate climate manipulation by any party within or affecting Irish territory is prohibited without explicit democratic consent and full public disclosure.
