Every person unable to meet their basic needs through work has the right to social welfare support sufficient for a dignified life, including adequate food, shelter, heating, and healthcare. Access to social welfare shall not be made conditional on accepting any medical intervention, as established in Article 19. Social welfare administration shall be humane, efficient, and free from unnecessary bureaucratic obstruction.
