No public funds shall be used to fund any organisation whose primary purpose is political advocacy, lobbying, or campaigning on contested social or political questions, regardless of the position advocated. Public funds may support genuine public services, research, and the arts, but not the funding of one side of a political debate at taxpayer expense.
