Taxation shall be transparent, proportionate, and honestly explained to the people who pay it. Every tax shall have a clearly stated purpose. The state shall publish, in plain language, how tax revenue is spent. Taxation that is hidden within prices, disguised as something else, or structured to obscure its true incidence from the people who ultimately bear it is dishonest taxation and is prohibited.
