Where the state compels any person to purchase any product or service as a condition of exercising a right or fulfilling a legal obligation — including but not limited to mandatory insurance — the state shall ensure that such compelled markets are not exploited for excessive private profit. Where the state mandates a purchase, it bears responsibility for ensuring that purchase is fairly priced.
