Article 87 — The Legislature — Dáil Éireann

The Dáil is the primary legislative body of Ireland, elected by the people through a fair and proportional electoral system. No government shall extend the duration of its own term except in circumstances of genuine national emergency declared under Article 115. All legislation shall be debated openly, with votes recorded and published. No legislation shall be passed without adequate time for public scrutiny except in genuine emergency, declared as such with full transparency and subject to automatic expiry.
