Those who hold public office — elected representatives, judges, senior civil servants, and the heads of state bodies — are held to a higher standard of conduct than ordinary citizens, precisely because they hold power that ordinary citizens do not. Conflicts of interest shall be fully disclosed. Corruption, abuse of office, and the betrayal of public trust shall carry consequences proportionate to the harm done to the nation, not merely to the individuals directly affected.
