Every member of An Garda Síochána and every public official has an active duty to act upon credible evidence of constitutional violations by any person, including those in positions of power, regardless of rank or office. Failure to act upon such evidence, where the official knew or ought reasonably to have known of it, is itself a constitutional offence.
