The Senate is the upper house of the Oireachtas, composed in a manner that brings expertise, vocational representation, and long-term perspective to the legislative process, distinct from the constituency-based composition of the Dáil. The Senate shall have the specific constitutional power to refer any legislation to the Constitutional Court for assessment of its compatibility with this constitution before that legislation takes effect.
